Resilience Environmental Programs

The IIJA contains historic funding for resilience to all hazards including cyber, climate, and other threats communities face. Some of the mostsignificant of these investments are promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) Grants, wildfire management, investments in resilience through the Army Corps of Engineers, western water, flood mitigation assistance program, weatherization, and cybersecurity.

Aquatic Ecosystem Protection and Restoration

Aquatic Ecosystem Restoration And Protection Projects

The Aquatic Ecosystem restoration program is a new program currently under development. This funding will support projects that design, study and construct aquatic ecosystem restoration and protection projects to improve habitats.

Aquatic Ecosystem Restoration Projects

This program funds the construction of authorized water resources projects to increase aquatic ecosystem restoration, including $1 billion for multi-purpose projects or programs that include aquatic ecosystem restoration as a purpose.

Consultations and Permitting

The National Marine Fisheries Service conducts consultations with federal action agencies. Completion of these consultations will enable the Administration to advance priorities to improve the Nation’s infrastructure while ensuring the conservation of our most vulnerable species and important habitats.

Fish Passage

Restoring fish passage by removing in-stream barriers and providing technical assistance pursuant to section 117 of the Magnuson-Stevens Fishery Conservation and Management Reauthorization Act of 2006.


Flood Control

Flood Control and Coastal Emergencies

Funds Corps of Engineers preparedness measures, certain Corps of Engineers operations during a flood, hurricane, or other natural disaster, and the repair of certain projects following such a natural disaster.

Flood Plain Management Services

The Army Corps provides site-specific flood and flood plain data and assistance to States, Tribes, and local communities.

Inland Flood Risk Management Projects

This program funds the construction of projects that help to reduce the risk of damage in a flood, including $750 million for multi-purpose projects or programs that include flood risk management benefits as a purpose.

Section 118 Of Water Resources Development Act of 2020

Pilot program to carry out feasibility studies for flood risk management and hurricane and storm damage risk reduction projects that incorporate natural features or nature-based features for rural communities and economically disadvantaged communities.


Pollution Prevention and Recycling

Battery Labeling Guidelines

The purposes of the program are to improve battery collection and reduce battery waste by promoting the safe handling of used batteries, improving battery recycling programs, promoting battery recycling, and establishing a program to promote battery recycling through the development of voluntary labeling guidelines for batteries.

Battery Recycling Best Practices

This investment will promote the safe handling of used batteries and improve battery recycling programs. The EPA will develop best practices for the collection of batteries to be recycled in a manner that is technically and economically feasible, environmentally sound and safe, and and optimizes the value and use of material derived from recycling of batteries.

Bioproduct Pilot Program

Determine the economic, social, and environmental benefits of using materials derived from agricultural commodities (bioproducts) in the development and manufacturing of construction or consumer products.

Pollution Prevention Grants

Pollution Prevention means reducing or eliminating pollutants from entering any waste stream or otherwise being released into the environment prior to recycling, treatment, or disposal. Grantees deliver technical assistance to businesses to identify and adopt source reduction practices and technologies that benefit businesses, communities, and local economies.

Reduce, Reuse, Recycling Education and Outreach Grants

Communities across the country are burdened by pollution impacts from inefficient waste management systems. This historic investment will transform public education and outreach regarding how to reduce, reuse, and recycle.

Solid Waste Infrastructure for Recycling Infrastructure Grants

Communities across the country are burdened by pollution impacts from inefficient waste management systems. This historic investment will transform recycling and solid waste management across the country while creating jobs.

Provides for design and construction of measures to help repair damages from a recent disaster to safeguard life and property.

Multi-Benefit Projects To Improve Watershed Health

Implementation of this new authority for funding of Multi-benefit Habitat projects to improve watershed health is currently under development.

Watershed And Flood Prevention Operations

Provides planning, design and construction of measures that address resource concerns in a watershed.

Watershed Rehabilitation Program

Provides planning, design and construction for Department of Agriculture assisted dams to extend their service life and meet current safety requirements.
