In thousands of rural and urban communities around the country,
hundreds of thousands of orphaned wells, abandoned mines, brownfields, and
Superfund sites sit idle, sources of blight and pollution. These sites pose serious safety
hazards, while also causing ongoing air, water, and other environmental damage.
Further, many of these sites are located in disadvantaged communities that have
suffered from years of disinvestment.
Available Programs Applicable to West Virginia
The Infrastructure Investment and Jobs Act will invest $21 billion in environmental remediation – the largest
investment in addressing legacy pollution in American history. These projects will
remediate environmental harms, address the legacy pollution that harms the public
health of communities, create good-paying union jobs, and advance long overdue
environmental justice.
Abandoned Mine Reclamation Fund
Funding to administer a program to provide grants to eligible States and Tribes to clean up abandoned coal mine sites and related problems.
Brownfields Categorical Grants
The primary goal of this funding is to ensure that state and Tribal response programs include, or are taking reasonable steps to include, certain elements of an environmental response program and that the program establishes and maintains a public record of sites addressed.

EPA's investments in communities across the country help local leaders eliminate uncertainties, clean up contaminated properties, and transform brownfield sites into community assets.
Clean Energy Demonstration Program on Current and Former Mine Land
To establish a program to demonstrate the technical and economic viability of carrying out clean energy projects on current and former mine land.
Direct Federal Spending for Revegetation of Mined Lands
Funding to restore native vegetation and mitigate environmental hazards on mined public or private lands
Funding to Support Orphan Well Plugging
Funding to support the Department of Interior's effort to establish a program to plug, remediate, and reclaim orphaned wells located on Federal land.
Orphaned Well Site Plugging, Remediation, And Restoration
Funding to administer a program for plugging wells on Federal land, and for issuing grants to States and Tribes on State, private, and Tribal land. Grants to States are available through three separate programs.
Superfund Remedial
Environmental Protection Agency's Superfund program is responsible for cleaning up some of the nation's most contaminated land. To protect public health and the environment the Superfund
program focuses on making a visible and lasting difference in communities, ensuring that people can live and work in healthy, vibrant places.

The safe and sustainable reuse of previously contaminated properties is supported through EPA's Land Revitalization (LR) Program.
EPA’s LR Program helps remove barriers to contaminated property redevelopment. When a property once again becomes an asset to the community,
the redevelopment often brings about new opportunities
to protect public health, improve the environment and grow the local economy.
